Start crocheting from the second ch, make a turning ch at the end of every row.
Crochet into back loops only.

Make a chain of 40-50 loops (2pc)
CUT THE THREAD.
Thread a needle with a chain.
Insert into the opening on the lower leg and run it to the middle of the leg bottom (to the side), pull it out. RUN THE SECOND END OF THE STRAP ALSO TO THE MIDDLE OF THE LEG AND PULL OUT LEAVING
ONE STITCH. Tie a bow. Add beads to the strap ends if you want.
